Experience

Construction

Over 40 years of industrial construction experience in the energy sector including oil & gas, power generation, renewable energy, and military installation construction projects. Significant experience with complex engineering, procurement, and construction (EPC) general contracts. Extensive experience with a variety of contracting methods including lumps sum general contracts, time and materials, fixed-fee, CMAR, and GCCM formats. Vast experience reviewing and negotiating prime contracts, subcontracts, purchase orders for engineered equipment, and change orders. Substantial knowledge of contracts governed by Federal Acquisition Regulations (FAR’s) and Defense Federal Acquisition Regulations (DFAR’s).

Labor Relations

Served as Corporations primary contact for all labor relations matters with organized labor. Negotiated local labor agreements, Project Labor Agreements (PLA’s) and labor grievances. Served on the local Joint Apprenticeship Training Committee (JATC) as a company representative for over twenty years. Very familiar with all things labor related with the A.F. of L./CIO Building & Construction Trades Unions.

Public Boards

Served fifteen years as a board member on the Northwest Workforce Council (NWC), three years as chair. Administered Federal and State mandated workforce development programs in four counties in Washington State including Whatcom, Skagit, Island, and San Juan counties.
